Mr. Matthew Seligman

Deputy Chief | Cybersecurity Collaboration Center

Mr. Matthew Seligman provides technical guidance and vision to augment and amplify NSA’s ability to prevent and eradicate threats to National Security Systems and the Defense Industrial Base through industry partnerships.

Over his 19-year career at NSA, he has held various technical and leadership positions in the areas of embedded software development, computer networking research, and cybersecurity analysis and operations.  He authored several academic publications in the area of Delay-Tolerant Networking including one of the first papers on congestion control on the topic.  In the cybersecurity field, he has focused his research efforts on detecting and mitigating malicious DNS activity.

Prior to his NSA service, Mr. Seligman started his career in 1999 at Lucent Technologies as a hardware engineering.  In 2000, he left Lucent to join a startup telecommunications company, Coree Networks, as their control plane architect.

In addition to NSA service, Mr. Seligman is an adjunct faculty member in the Department of Mathematics and Computer Science at Mercy College teaching cybersecurity courses.  Previously, he taught network security at University of Maryland, Baltimore County as an adjunct instructor.

Mr. Seligman holds B.S. degrees in Computer Engineering and Electrical Engineering from Pennsylvania State University and a M.E. degree in Electrical Engineering from Stevens Institute of Technology

Wendell E. Foster, Jr.

Executive Director | JFQ-DODIN | USCC

Mr. Wendell “Dell” Foster serves as the Executive Director, Joint Force Headquarters–Department of Defense Information Network (JFHQ-DODIN), United States Cyber Command.  He is responsible for providing advice and recommendations to the Commander in executing global command and control of DODIN and defensive cyberspace operations, as well as, synchronizing these efforts with Combatant Commands, Service Cyber Components, and all DoD Agencies and Field Activities.  Mr. Foster’s responsibilities also include strategic engagement, resource management and capability development.

Prior to joining JFHQ-DODIN, Mr. Foster served with Marine Forces Cyber Command. From June 2017 to January 2020, he was the Director for Advanced Capabilities Directorate (J/G9).  In this role, he managed the end-to-end requirements, resourcing, procurement and capabilities development processes for Marine Forces Cyber Command and JFHQ-C (Marines).  From June 2015 to June 2017, Mr. Foster served as Deputy Chief for the Global Operations Division (J3F), United States Cyber Command. In this position, he provided daily operational leadership and direction to the division charged with developing plans and orders for the Defend the Nation and Support to Combatant Command mission areas.  

Prior to retiring from the United States Marine Corps, Mr. Foster served as a commissioned officer in numerous assignments that included 1st Radio Battalion, 11th Marine Expeditionary Unit (MEU), the Marine Cryptologic Support Battalion (MCSB), and the Joint Special Operations Command.  During his military career, Mr. Foster executed multiple combat deployments to Afghanistan, Iraq, and North Africa. 

Mr. Foster holds a Master of Business Administration in Information Technology Management, as well as a Bachelor of Science degree in Aviation Science. Mr. Foster is also a graduate of the Federal Executive Institute (FEI) leadership program, the African American Federal Executive Association (AAFEA) Fellowship Program and the United States Air Force Command and Staff College
