David Luber | Deputy Director, NSA Cybersecurity Directorate

Mr. David P. Luber is the Deputy Director of the National Security Agency’s Cybersecurity Directorate, which is charged with preventing and eradicating threats to U.S. National Security Systems and critical infrastructure.

Prior to assuming this role, Dave served as the Executive Director (ExDIR) in the United States Cyber Command (USCYBERCOM). The ExDIR position represents the highest-ranking civilian and third-in-command at USCYBERCOM. Mr. Luber led an organization of over 12,000 personnel, to include a headquarters element, six large Service Cyber Components, 133 Cyber Mission Force Teams consisting of over 6,000 cyber warriors, and Department of Defense (DoD) enterprise defense forces. He drove global cyber operations to defend the DoD network, provides cyber options for combatant commanders, and defends U.S. critical infrastructure, while shaping a budget of nearly $700M, and elements of DoD budgets totaling in the billions.

EDUCATION:

Mr. Luber graduated from the University of Maryland, University College in 2001 with a Bachelor of Science in Computer and Information Science. He earned a Master of Science in Network Security from Capitol College, Laurel, Maryland, in 2004.

PROFESSIONAL BACKGROUND:

During his 33-year career, Mr. Luber has held a number of technical and leadership positions (including an overseas tour) with emphasis in building high-performance teams, leading highly technical operations, providing warfighter support through leveraging Computer Network Operations, and applying advanced analytical techniques to solve complex problems. From 1987-1997, he provided creative solutions to automate NSA business processes. From 1997-2007, he focused his efforts on maximizing collaboration both technically and operationally throughout NSA and the broader Intelligence Community. From 2007–2015, he developed new tactics to enhance Computer Network Operations in support of NSA and completed a Joint Duty Assignment with the USD(I). From 2015-2018, he leveraged partnerships to produce integrated intelligence critical to warfare in support of national missions and priorities worldwide, led innovative cryptologic discovery, and was the focal point for ELINT analysis and tradecraft development as the Director of NSA/CSS Colorado.

Mr. Luber has received numerous awards including the Office of the Secretary of Defense Exceptional Civilian Service Medal (2015), the Presidential Meritorious Rank Award (2012), the Meritorious Civilian Service Award (2004, 2008), and the Knowlton Award (1999). He has also served on a variety of boards promoting technological advancement and human capital development.

PERSONAL:

A native of Baltimore, Maryland, Mr. Luber enjoys bicycling, hiking, photography, and spending time with his family.

Leslie Steele | CEO, InterImage, Inc.

Ms. Steele is co-founder and CEO of InterImage, Inc., a software development and technology consulting company that focuses on modernization to harness the power of technology and transform business processes. Ms. Steele has over 30 years of management experience in the IT and telecommunications industries.  Throughout her career, she has focused on program management, transformation and the utilization of technology in the modern business environment. Ms. Steele’s work has included conducting Business Process Re-engineering efforts; leading systems analysis, requirements and user testing efforts for enterprise systems; managing large e-gov development efforts; and providing general management and strategic direction assistance to government agencies and companies. Ms. Steele has also served in an advisory capacity to both private and public sector organizations. She served as President of AFCEA Bethesda and Chair of the Industry Advisory Council. She has received numerous awards individually and for her company, including a Fed 100, AFCEA International Leadership Award, and Arlington Technology Company of the Year. Ms. Steele has an MBA from Duke University and a Bachelor of Science in Industrial and Labor Relations from Cornell University.
