YuLin Bingle

Dean, College of Cyber 

As Dean, College of Cyber, Ms. Bingle supports the design, development, and delivery of education and training options for the global cyber workforce in disciplines to include: Cyber Operations, Computer Science, Engineering and Physical Sciences, Networking and Telecommunications, Mathematics, and other cyber-related skills.

She has extensive expertise, experience, and education in cyber-related disciplines in both her Federal civilian and military service. Among her civilian leadership roles: activated and served as DIA’s Chief, Office for Cyberthreat Analysis; created and directed DHS’ Cyber Intelligence; and served as Director, Europe Eurasia Regional Center. During her military career, Ms. Bingle served at every level from a fighter squadron to joint and Combined Commands across the U.S., Pacific, SWA, and Europe.

She commanded a squadron that provided critical intelligence for the Pacific Air Forces and an intelligence group providing U-2, Predator, and Global Hawk imagery, signals, and measurement and signature intelligence to U.S. ground forces in Iraq and Afghanistan. She was awarded two Bronze Star medals as the Strategist to Combined Force Air Component Commander (Operation ALLIED FORCE), and as Strategist to the Commanding General, Multi-National Force-Iraq (Operation IRAQI FREEDOM).

Ms. Bingle has a Bachelor of Science, three Masters Degrees, and is in a postgraduate cybersecurity program.

Timothy Schilback, PhD

Chief Operating Officer, Penacity, LLC

Dr. Schilback has over 20 years of applied IT & Infrastructure experience in all disciplines from Network/Systems Engineering to Programming. He has mastered multiple programming languages and has been on the forefront of engineering cloud based platforms.

He has served as a Program/Project Manager, Business Owner and Corporate Executive in IT. His years of engineering experience has been instrumental in managing programs and departments.
