Matthew "Matt" Kemph
Vice President, Mission Partnership Operations, In-Q-Tel (IQT) 

Matt Kemph is a dynamic leader with a distinguished background spanning technology, national security,  and  venture  capital.  As  Vice President  of Mission  Partnerships Operations  at  In-Q-Tel(IQT),  he  brings  over  18  years  of  experience  to  advance  mission-driven  outreach,  strengthen account  engagement,  and  accelerate  the  adoption  of  cutting-edge  innovations  from  IQT’s portfolio  companies  across  the  National  Security  Community.


Kemph  began  his  career  in  2003  at  Nike’s  global  headquarters  in  Oregon,  contributing  to  the Business-to-Business Creative Side Development Team. In 2005, he transitioned to the National Security Agency (NSA), entering the digital network analyst development program and eventually advancing to program manager. In this role, he oversaw multiple critical initiatives, led strategic alignment  efforts,  and  chaired  a  cross-functional  working  group.


From 2011 to 2013, Kemph led the Committee on Foreign Investment in the United States (CFIUS)Risk  Management  Team  within  the  Department  of  Defense’s  Chief  Information  Office  at  the Pentagon.  He  returned  to  the  NSA  2013  to  serve  as  Platform  Manager  for  the Commercial Engagement Center, where he forged strategic relationships between the NSA and commercial partners  to  bolster  national  security  through  innovative  technology  solutions.


In addition to his work at IQT, Kemph is a seasoned entrepreneur. He co-founded two startups—
a health engagement platform in 2009 and a social sports company in 2010, which he successfully exited  in  2019.  He  is  a  Senior  Fellow  at  Auburn  University’s  McCrary  Institute  for  Cyber  and Critical  Infrastructure  Security in  Washington  DC,  contributing  thought  leadership  in cybersecurity  and  national  resilience.


Kemph holds a bachelor’s degree in Management Information Systems from Auburn University,a master’s degree in Network Security from Capitol Technology University, and an MBA from the University of Virginia’s Darden School of Business.

President and Founder of Erias Ventures

Jason Barbour is the President and Founder of Erias Ventures, a government contractor focused on data science, software engineering, and system engineering, the Founder of Data Works MD, an organization focused on data science education and learning, and one of the founders of the DAX data conference. With a drive for success and a passion for technology, he has developed big-data analytics, enterprise automation products, and operational cyber tools for a number of customers and organizations. In his work with Data Works MD and DAX, he has built a community of enthusiasts working together to share and learn about the wonders and science of working with data. With Erias, he is building a team of high-caliber engineers that are bringing innovative ideas to the government.
