Randy Westfall
Chief, Installations & Logistics Group 

Mr. Westfall is the Chief, Installations & Logistics. He leads design, construction, maintenance, and logistics support of facilities and infrastructure that are essential to the accomplishment of NSA's global missions. 

EDUCATION 
Mr. Westfall completed an Educational Doctorate (Ed. D) in Organizational Leadership from Argosy University, received his Master of Public Administration from Shippensburg University, and a Bachelor of Science in Civil Engineering from Clarkson University. Additionally, he is a graduate of the DOD Capstone Program, the Army Command and General Staff College and holds a Masters Certificate in Project Management from Villanova University. 

PRIOR POSITIONS 
Mr. Westfall joined the Agency as a civilian in 2006 serving as the Deputy and then Chief of the Engineering and Project Management Division within Installations and Logistics. In 2009 he was assigned as the Deputy Chief and then in 2014 as Chief of Installations and Facilities Services, responsible for operating and maintaining a highly reliable facilities infrastructure that supports a portfolio of government owned, leased, facilities, and new construction for a DOD end agency. In 2017 Mr. Westfall served as Program Executive Officer for Chief of Staff, Workforce Staff Activities, and Business Management & Acquisition Portfolio and program management support to all Workforce Support Activities, Chief of Staff, and the Business Management and Acquisition Directorate. In 2018 he rejoined the Installations and Logistics Group, serving as Chief of Enterprise I&L Operations, responsible for leading the Group's worldwide programs. In July 2019 Mr. Westfall was appointed Deputy Chief, Installations and Logistics, where he directed facilities and logistics operations supporting global missions across the Enterprise. 

PROFESSIONAL BACKGROUND 
Mr. Westfall served 20 years in the U.S. Army in a variety of challenging command and staff assignments. During his tenure in the Army he served two combat tours in Iraq and two tours with the US Army Corps of Engineers executing a variety of construction programs. He is a registered Professional Engineer in Maryland, LEED Accredited Professional in Building Design and Construction, and DAWIA Level 3 certified in Program Management and Facilities Engineering. He is an active Board Member of the Baltimore Chapter of the Society of Military Engineers. He was awarded the Bronze Star Medal for Service in Iraq. 

PERSONAL 
Mr. Westfall was born and grew up in Central NY. He is married and has two adult children.

Bruce W. Howard
Co-Founder & CEO
Synergy ECP, LLC

Bruce Howard is a Co-founder of Synergy ECP, a Service-Disabled Veteran-Owned Small Business where he serves as the Chief Executive Officer (CEO).  Synergy ECP is a multimillion-dollar company with over 120 employees that provides cyber security services and support to the Department of Defense and Intelligence Community.

Prior to starting his own company, he was a Senior Director for COMSO Inc. and earlier was a Director at Northrop Grumman where he was responsible for a Profit and Loss (P&L) center with over 560 staff.  During his tenure with Northrop Grumman, Mr. Howard held positions of increased responsibility from staff contributor, Technical Director for the Joint Airborne SIGINT Architecture (JASA), Project Manager, Section Manager, Department Manager and Director. 

Prior to joining Northrop Grumman, Mr. Howard was an Associate with Booz |Allen | Hamilton where he was a project manager for several DoD and CIA programs where he focused on integrating communication systems onto Unmanned Aerospace Vehicles.

Mr. Howard started his career in the Air Force, as an aircraft mechanic for F-15’s stationed at Langley Air Force Base, VA.  He later joined the Air Force Reserves at Andrews AFB where he was an aircraft mechanic for the C-141, increasing in rank to Technical Sergeant before getting his commission in 1997.  At the time of his retirement, after 21 years of Service, he had achieved the rank of Captain and was the Commander of the 459th Maintenance Operations Flight.  He received several accolades from the military, including the Southwest Asia Service Medal, Officer of the Year, two Meritorious Service Medals and various other unit and campaign awards.

Mr. Howard has a Bachelor of Science degree in Professional Aeronautics from Embry-Riddle Aeronautical University and a Master of Science degree in Systems Engineering from Johns Hopkins University.  He has been married to Jacqui Magnes for over 25 years and they have two wonderful daughters (Cydney and Riley).
