What is WIA-WIIG In a Minute?   Seven (7) women panelists in individual roundtable groups sharing their insights with attendees (i.e. career journeys, lessons learned, guiding principles, and Q&A- intended for mentorship).

Sessions include Government Leadership, Program Management, Business Development/Capture/Proposals, Small Business Leadership, Talent Acquisition, Contract Management, and Finance. Attendees select their two (2) preferred sessions of interest (session lengths are 45 minutes). Attendees are placed into sessions on first come first serve basis. There will be networking and refreshments/appetizers during registration, the session break, and after the final session concludes.

PANELISTS

Government Leadership - Technical

Liji Samuel, Chief of Standards and Certifications, NSA Cyber Collaboration Center

Ms. Samuel is the Chief of Standards & Certifications at NSA’s Cyber Collaboration Center within the Cyber Security Directorate, incorporating cyber security best practices for emerging commercial technologies.

She holds a Bachelor’s degree in Electrical Engineering and has two Masters –Electrical and Telecommunications Engineering, the latter one locally from UMD College Park. Before coming to NSA, Ms. Samuel worked with industry developing and deploying Telematics and Internet Solutions over satellites.

She started her Federal career with NSA in January 2013, as an Engineer in High Performance Computing (HPC) and has held technical leadership and management positions during that time. She did a Joint Duty Assignment with U.S. Cyber Command in 2019, as an NSA’s Cyber Command Representative leading the Architecture & Engineering Division, which delivers services to the Headquarters and to the Department of Defense on support of global US military Cyberspace operations.

Her leadership and technical accomplishments have been recognized through numerous awards.

Program Management

Kim Stanbro, Vice President, Mission Intelligence Solutions (MIS), BigBear.ai

Kim Stanbro, PMP, CGPM is the Vice President for Mission Intelligence Solutions at BigBear.ai, leading a portfolio of MPO prime and subcontracts while maintaining the line leadership for numerous business development opportunities. Kim co-founded the company's first women's Employee Resource Group and remains the ERG's Board Chairwoman. Prior to joining BigBear.ai, Kim was an NSA Civilian, working as the Chief of Performance Methods in the Engagement & Policy Directorate and the Executive Assistant for the Director of Research, among other leadership roles.  Her history includes an additional 20 years as a contractor and Program Manager.  Early in her career, Kim worked for Walt Disney Company in their market research department.  Kim has held board member positions for the Fell's Point Residents Association and volunteered for the Baltimore Rock Opera Society, assisting with obtaining the society’s 501c3 designation and participating in Safer Space program training.

Business Development/Capture/Proposals

Carol Williamson, Vice President, Intel Capture Lead, Leidos

Carol Williamson is the Vice President, Intel Capture Lead for Leidos’ Intelligence Group. As the Group Capture Executive, she is responsible for driving best practices and solution elements as a common thread across the Group’s Top 20 captures. Prior to this role, she was the Senior Vice President, Business Development Operations for Applied Insight, in which her primary focus was to revamp the corporate BD, capture, and proposal process.

Previously, Carol supported SAIC and its legacy corporations (TASC and Engility) for 10 years. Her final role was Vice President, Business Development for the National Intelligence Community Business Unit. In this role, she led a led and mentored a team of 17 account managers, business developers, capture managers, and proposal writers. At SAIC, her leadership roles spanned corporate capture excellence, business development, capture and proposals, and program management. Successes include 100% recompete win rate and an average new business win rate greater than 60%. She has an outstanding record for leading winning captures, including multiple billion-dollar opportunities.

She spent the last 19 years of her 21-year career dedicated to winning and growing federal government programs. While most of this time was in support of Intelligence Community programs, her largest single award win—$1.3 billion—was for a FedCiv program. She held additional program management, business development, and capture roles with increasing authority at Mission Essential Personnel, ManTech and AllWorld Language Consultants.

Carol earned a bachelor’s degree from Towson University with a major in communications and a minor in public relations.

Small Business Leadership

Kristen Parks, Owner/Chief Executive Officer, Eleven Peppers Studios

Kristen Parks is co-owner and Chief Executive Officer of Eleven Peppers Studios, a woman-owned small business specializing in creative services for the public and private sectors. In 2012, Kristen and her husband Bryan launched Eleven Peppers Studios with the goal of bringing like-minded creative thinkers together to help businesses and organizations solve their most challenging problems through the power of design and visual communications. As a full-service studio, 11P has organically built its team over the years to over 50+ creatives, covering everything from illustration to graphic design to video production. Noteworthy accomplishments include many local, national and international awards for 11P’s creative work, in addition to two prime contracts and a portfolio of customers across multiple agencies.
Ms. Parks’ background is in graphic design and advertising, and in her early career, she taught design courses at The Art Institute of Washington and supported various creative roles and large and small businesses. She holds a Bachelor of Science in Visual Communications from Stevenson University and a Master of Fine Arts in Graphic Design from Savannah College of Art and Design.

Talent Acquisition

Laurie Beatty, Director of Talent Engagement, Innoplex

Laurie was a specialty retail District Manager before joining the IC with INNOPLEX as a Technical Recruiter in 2015. After 20 years in retail, she was ready for a change and recruiting seemed to be a natural fit. The customer service and leadership training she received in retail contributed to her seamless transition to recruiting. After four years of full life cycle recruiting with INNOPLEX, she was promoted to Director of Talent Engagement in 2019. In this role Laurie is responsible for the broad oversight of the talent acquisition activities within the company and oversees a team of five recruiters. Laurie holds a BS in Mass Communications from Towson University and is the mother of two sons. 

Contracts Management

Angela Lores, Director of Contracts, Jovian Concepts

Angela is the Director of Contracts at Jovian Concepts, Inc.  She has worked in both Government and industry, supporting the intelligence community for over 30 years.  She has held various Government contracting positions from Business Manager, COR, to Contracting Officer and is DAWIA Level 3 Certified in Contracting.  She has worked for small, medium, and large size companies in industry.    She has extensive experience with Government contracting and proposals.  

She received her Bachelor’s Degree, cum laude, through the University of Maryland University College (now UMGC) in Management Studies.  She enjoys mentoring others, especially those just starting out in the intelligence community.  Angela was born and raised in Maryland and currently lives with her husband, two kids and Beagle in Howard County When she’s not at work, you can find her supporting her kids in Scouts and Soccer.

Finance

Virginia Snakenberg, Founder/Principal, Vincia Consulting

Virginia Snakenberg is the Founder and Principal Consultant of Vincia Consulting, a Government Contracting advisory providing strategic business, acquisition, and proposal support services to the Government and the Defense Industrial Base. 

Virginia began her Government Contracting career by bringing her passion for helping others, entrepreneurial spirit, and financial background and applying it to the Government Contracting industry as a Business Strategist and Chief Financial Officer.  From humble beginnings growing up on a farm in the mid-west, struggling to survive in a 3rd world country, and putting herself through college, Virginia developed a passion for excellence founded on survival, fueled by challenges, and empowered through business acumen and strategic Government and industry connections.
